John P. Gillispie oversees Iowa state government's two key technology operations. As Executive Director of the Iowa Communications Network (ICN), Gillispie oversees management of a unique state-owned fiber optic network, through which Iowans access distance learning and training opportunities, government services, telemedicine, and telejustice via high-speed Internet and interactive videoconferencing. In fiscal year 2008, ICN customers benefitted from over 200,000 hours of videoconferencing. John also serves as the Chief Operating Officer for the Information Technology Enterprise of the Iowa Department of Administrative Services and as the designated Chief Information Officer for Iowa. John is currently the Past-President of the National Association of State Chief Information Officers (NASCIO), an organization of state chief information officers and information technology executives and managers from state governments across the United States and US territories. Dick Thompson has been the Chief Information Officer for Maine State Government, since April 2003. In July 2005, Dick modernized IT in Maine State Government to an enterprise approach, improving services, enhancing security, reducing costs, and supporting the rapidly evolving eGovernment model. Dick has been appointed to several Boards in Maine, including the ConnectME authority which will provide broadband and cellular communications to all citizens of Maine. In 1998, Dick was awarded the “Public Administrator of the Year” award by the Maine Chapter of the ASPA and has twice been named Manager of the Year by the Department of Administrative and Financial Services. On the national level, Dick serves on the Executive Committee of the National Association of Chief Information Officers (NASCIO) and has been active since 1986 in the National Association of State Procurement Officials (NASPO), serving as president three times.
